AVALIAÇÃO DOS FATORES QUE INFLUENCIAM O USO DE PORTAIS DE TRANSPARÊNCIA POR OBSERVADORES SOCIAIS

Resumen

Com o advento da Lei de Transparência, o cidadão passou a ter acesso facilitado a dados abertos do governo. O Observatório Social do Brasil, maior instituição de voluntariado brasileira, avalia os portais de transparência. A metodologia de pesquisa PROKNOW-C selecionou artigos para fundamentar um modelo teórico de avaliação para portais de transparência, que possa ser aplicado e validado, permitindo discutir os resultados desse contexto. Para a análise dos dados, foi utilizada a Modelagem de Equações Estruturais, confirmando a influência direta da Distância do Poder, Qualidade do Sistema, Qualidade da Informação e Valor Público Percebido. Após análises, das 21 hipóteses, somente um terço foi validado. Dos construtos pertencentes à Cultura Nacional, somente Distância do Poder se tornou parcialmente relevante, enquanto os demais não ofereceram suporte ao modelo. O observador social, usando tecnologia da informação, percebe o valor dos dados disponibilizados, para realizar a sua atividade de fiscal e de cidadão.

Tiene un doctorado en Administración de Empresas de la Facultad de Economía, Negocios y Contabilidad de la Universidad de São Paulo (2009) y una Maestría en Ciencias Empresariales y Estudios de Políticas Públicas de la Universidad de Tsukuba (2001), Japón. Licenciada en Ingeniería Eléctrica Industrial - Énfasis en Electrónica / Telecomunicaciones por la Universidad Tecnológica Federal de Paraná (1993). Es profesor de posgrados en Desarrollo Regional e Ingeniería de Sistemas y Producción. Actualmente es Catedrático de la Universidad Tecnológica Federal de Paraná, donde trabaja desde 1994. Tiene experiencia académica y profesional en el área de Gestión de TI, Ciudades Inteligentes y Sostenibles, trabajando principalmente en los siguientes temas: innovación en ciudades, evaluación del desempeño de procesos / servicios.
Gustavo Hermínio Salati Marcondes de Moraes, Universidade Estadual de Campinas/Professor
Doctora (2013) y Maestría (2010) en Administración de Empresas por la Fundação Getúlio Vargas - Escuela de Administración de Empresas de São Paulo (FGV-EAESP). Licenciado en Administración de Empresas por la Universidad de Sorocaba. Actualmente es Profesor MS3.2 y Coordinador del Programa de Posgrado en Administración (PPGA) de la Universidad Estatal de Campinas (Unicamp). Fue Coordinador de Extensión en la Facultad de Ciencias Aplicadas de la Unicamp de 2017 a 2021. Participó en cursos de extensión universitaria en Emprendimiento en la Universidad Renmin de China (2013), Innovación Social en la Universidad de Ciudad del Cabo - Sudáfrica (2015) y Modelado de estructuras Ecuaciones (PLS-SEM) del Northern Institute of Technology Management - Alemania (2017). Asesor científico y revisor de la Fundación de Apoyo a la Investigación del Estado de São Paulo (FAPESP). Acumula experiencia como emprendedor en las áreas de tecnología y alimentación y como consultor en grandes empresas nacionales e internacionales en las áreas de innovación, tecnología y desarrollo organizacional. Investigaciones premiadas por instituciones como Emerald Publishing (Emerald / ANPAD 2018 y Emerald Literati Awards 2019), ANPAD (EnANPAD 2014 y 2018), FEA-USP (SemeAD 2019 y 2020) y ANEGEPE (EGEPE 2020). Líder del tema Ciencia de datos e inteligencia analítica en el área de Tecnologías de la Información del congreso SemeAd desde 2018. Fue líder del tema Aportes Teóricos y Empíricos y Avances en Emprendimiento en la división de Innovación, Tecnología y Emprendimiento (ITE) de el congreso EnANPAD en 2019. Los intereses y actividades de los grupos de investigación se centran en: Ecosistema Emprendedor, Ecosistema Universitario, Género y Emprendimiento, Emprendimiento Social, Tecnologías de la Información e Inteligencia Analítica.
