AVALIAÇÃO DOS FATORES QUE INFLUENCIAM O USO DE PORTAIS DE TRANSPARÊNCIA POR OBSERVADORES SOCIAIS

Abstract

Com o advento da Lei de Transparência, o cidadão passou a ter acesso facilitado a dados abertos do governo. O Observatório Social do Brasil, maior instituição de voluntariado brasileira, avalia os portais de transparência. A metodologia de pesquisa PROKNOW-C selecionou artigos para fundamentar um modelo teórico de avaliação para portais de transparência, que possa ser aplicado e validado, permitindo discutir os resultados desse contexto. Para a análise dos dados, foi utilizada a Modelagem de Equações Estruturais, confirmando a influência direta da Distância do Poder, Qualidade do Sistema, Qualidade da Informação e Valor Público Percebido. Após análises, das 21 hipóteses, somente um terço foi validado. Dos construtos pertencentes à Cultura Nacional, somente Distância do Poder se tornou parcialmente relevante, enquanto os demais não ofereceram suporte ao modelo. O observador social, usando tecnologia da informação, percebe o valor dos dados disponibilizados, para realizar a sua atividade de fiscal e de cidadão.

He holds a PhD in Business Administration from the Faculty of Economics, Business and Accounting at the University of São Paulo (2009) and a Master's in Business Sciences and Public Policy Studies from the University of Tsukuba (2001), Japan. He holds a degree in Industrial Electrical Engineering - Emphasis on Electronics / Telecommunications by the Federal Technological University of Paraná (1993). He is a professor in the graduate programs in Regional Development and Production and Systems Engineering. He is currently a Full Professor at the Federal Technological University of Paraná, where he has worked since 1994. He has academic and professional experience in the area of ​​IT Management, Smart and Sustainable Cities, working mainly on the following themes: innovation in cities, evaluation of the performance of processes / services .
Gustavo Hermínio Salati Marcondes de Moraes, Universidade Estadual de Campinas/Professor
PhD (2013) and Master (2010) in Business Administration from Fundação Getúlio Vargas - São Paulo School of Business Administration (FGV-EAESP). Bachelor of Business Administration from the University of Sorocaba. He is currently Professor MS3.2 and Coordinator of the Graduate Program in Administration (PPGA) at the State University of Campinas (Unicamp). He was Extension Coordinator at the Faculty of Applied Sciences at Unicamp from 2017 to 2021. Participated in university extension courses in Entrepreneurship at Renmin University of China (2013), Social Innovation at University of Cape Town - South Africa (2015) and Modeling of Structural Equations (PLS-SEM) by the Northern Institute of Technology Management - Germany (2017). Scientific advisor and reviewer of the São Paulo State Research Support Foundation (FAPESP). He accumulates experience as an entrepreneur in the areas of technology and food and as a consultant in large national and international companies in the areas of innovation, technology and organizational development. Researches awarded by institutions such as Emerald Publishing (Emerald / ANPAD 2018 and Emerald Literati Awards 2019), ANPAD (EnANPAD 2014 and 2018), FEA-USP (SemeAD 2019 and 2020) and ANEGEPE (EGEPE 2020). Leader of the theme Data science and analytical intelligence in the Information Technology area of ​​the SemeAd congress since 2018. He was the leader of the theme Theoretical and Empirical Contributions and Advances in Entrepreneurship in the Innovation, Technology and Entrepreneurship (ITE) division of the EnANPAD congress in 2019. Interests and activities in research groups are focused on: Entrepreneurial Ecosystem, University Ecosystem, Gender and Entrepreneurship, Social Entrepreneurship, Information Technology and Analytical Intelligence.
