A INFLUÊNCIA DOS CLUSTERS DE MODA DO SUL DO BRASIL NO DESENVOLVIMENTO DE UM TERRITÓRIO, SOB O CONTEXTO DO SISTEMA REGIONAL DE INOVAÇÃO

Résumé

O Sistema Regional de Inovação se configura como uma política de arranjo de atores voltada para o desenvolvimento da inovação e da sustentabilidade dos territórios, por meio de uma rede de atores, onde as empresas da região ficam no centro desta rede. A interação competente entre clusters da moda com os Sistemas Regionais de Inovação se apresenta fundamental para a sua competitividade e sustentabilidade em tempos de concorrência global. Assim, o estudo objetivou caracterizar as relações entre os atores de dois clusters de alta relevância da indústria de moda do sul do Brasil dentro dos respectivos sistemas na busca pelo Desenvolvimento Territorial Sustentável. A pesquisa, se caracteriza como exploratória-descritiva e método de análise qualitativo. Os estudos de casos foram realizados nos estados do Paraná e Santa Catarina, ambos localizados na região sul do Brasil, sendo que no Paraná os resultados demonstraram que os atores institucionais são considerados os mais ativos e os atores governamentais os menos ativos, observou-se ainda, que as empresas são consideradas resistentes à interação e à inovação. Em Santa Catarina também os atores institucionais são reconhecidamente mais presentes e atuantes, sendo o ator governamental criticado por alguns da rede e considerado atuante por outros atores, trazendo às conclusões sobre os efeitos positivos e negativos no desenvolvimento sustentável destas regiões. O estudo revelou que todos os atores da Hélice Sêxtupla estão presentes nos territórios estudados e interagem em diversos níveis com o cluster de moda.
