THE CASE OF BRAZILIAN FEDERALISM
Abstract
This text aims to relate the design of the Brazilian federal pact and its role in the implementation of post-redemocratization social public policies. A review was carried out in bibliographical studies on Brazilian federalism and the design of post-redemocratization social policies. In the case of the social policies used for analysis, we opted for the analysis of Education, Health, Housing and Social Assistance policies. In this way, was evidenced that in the course of Brazilian history the relationship between them was reciprocity, a fact visualized in the constitutions and in the context of centralization and decentralization, as well as in the institutionalization of social policies among federal entities, where the federal government is the main regulator and Executing subnational instances.
