TUTORING COUNCIL: MECHANISM IMPLEMENTED BY THE ECA FOR THE CARE OF CHILDREN AND ADOLESCENTS

Abstract

Social policies have been essential if social inequalities are to be minimized in Brazil. The Statute of the Child and Adolescent, through the Guardianship Council contributes significantly in favor of the child and the adolescent, improving the quality of life and its well-being. The present work has the objective to discuss about the creation of the ECA and about the acting and competencies of the Guardianship Council, in front of the regulatory guidelines. This is an exploratory bibliographic study. This bibliographic study demonstrated the opportunities generated for the child through public policies such as the creation of the ECA, the implementation of the Guardianship Council and its competencies. It is the duty of the State to promote effective public services so that the subjects, children and adolescents, have the opportunity to enjoy childhood and youth enjoying basic rights such as food, housing, health, leisure and education.
