CIDADES INTELIGENTES: UMA ANÁLISE CRÍTICA DA EVOLUÇÃO E BASE TEÓRICA

Resumo

As cidades inteligentes buscam promover desenvolvimento econômico e sustentabilidade por meio de inovações tecnológicas, transformações urbanas, governança pública e empreendedorismo. Contudo, o amplo escopo do conceito e suas relações com termos como cidades digitais, cidades sustentáveis e cidades do conhecimento geram divergências teóricas e práticas em sua definição. Este estudo, com apoio do protocolo PRISMA-ScR, visa esclarecer e distinguir o conceito de cidades inteligentes de termos relacionados, categorizando os estudos em dois grupos. O primeiro abrange pesquisas pioneiras que definem termos frequentemente tratados como sinônimos de cidades inteligentes, como cidades verdes, digitais e resilientes. O segundo grupo foca diretamente no conceito de cidades inteligentes, revelando diferenças conceituais ao longo do tempo. Os resultados destacam a importância de não considerar esses conceitos como sinônimos, devido a diferenças significativas entre eles.
